Risk Assessments

Risk Assessment is an option for property owners who want to file an RSC when their property does not meet the generic site condition standards. An RSC may be submitted if the property meets alternative standards that have been specified in a Risk Assessment that has been accepted by the Ministry of the Environment. The Qualified Person must demonstrate that all parts of the model used in the Risk Assessment meet Ministry standards and protect human health and the environment.

Where the Ministry of the Environment has accepted a Risk Assessment, it may issue a Certificate of Property Use (CPU) that requires the owner to take specified actions to prevent, eliminate or improve any adverse effect identified in the Risk Assessment, or refrain from using the property in certain ways. A CPU will include a summary of risk management measures identified through the Risk Assessment.

Beginning July 1, 2011, owners will have the option of a more streamlined risk assessment process – called a Modified Generic Risk Assessment – intended to allow brownfield redevelopment to proceed more quickly.
